The cluster has been replaced by a new one, hpc1, but I will let @roberta-davidson comment. She is our resident expert now on all eager matters.

Waiting for SSH to come up on all nodes

I am facing the same issue here with a very small cluster (2 nodes all spot), and couldn't access any of the instances manually.
