I am seeing the error in 7.0, 7.4 and 7.5. Based on the different results we all have it doesn't seem like a concourse issue but more about the host...

Confirmed the issue started from concourse 7.4 with `guardian` runtime.

@evanchaoli not sure. Haven't seen any other issue reported yet. I would assume the impact should be limited as we do have privilege test covered in our CI.

@aminjam could you share how postgres is installed and configured (users groups in particularly) in image `cloudfoundry/diego-units-ci`? With the security updates by ubuntu I think those configuration might need to...
