ImportError: No module named utils.rpn_msr.anchor_target_layer

I meet the same problem. I base on python2.7 tensorflow1.3.0 on linux.

ImportError: No module named utils.rpn_msr.anchor_target_layer

I fix this by add an empty __init__.py in this folder.

i mean under the folder of utils
