不设区的城市都没数据吧，比如东莞，第三列区部分不会列出镇来。可否更新一下。
只是输出个图片的链接，还发个请求判断是否存在，完全是没有必要的啊。不存在就访问不了罢了。抛异常更是有点多余了。
