linux下没有版本为0.53.1版本的numba，安装时会出现：Could not find a version that satisfies the requirement numba==0.53.1 的错误，windows下没有问题

视频超分处理任务中显存不释放的问题

在使用 applications/tools/video-enhance.py 去做视频超分任务时，显存使用量不但累加，直到最终不够用，已经在a100上进行过测试（40g显存也不够用），应该是处理每帧的图片后，显存不释放导致
