[bug fix] fix hive partition cannot overwrite

when we set the `HiveCatalogParams.OVERWRITE_SINK = true`, It doesn't work. This PR fix it. We can set `HiveCatalogParams.OVERWRITE_SINK = true` to overwrite the partition.
