Looks like the npm package doesn't support creating functions, but dotnet does? * https://www.sqlite.org/appfunc.html * https://learn.microsoft.com/en-us/dotnet/standard/data/sqlite/user-defined-functions
Code is fine, but I think this is the last parameter we accept before changing the entire signature to use an object instead.

@PerryRaleigh It seems like it might have been taken away already. This was created back when the debug service had first come out, so it might be defunct now.
