i was able to fix this by following the steps in the Rock-dashboards repo here https://github.com/rocknsm/rock-dashboards but i would count that as a workaround rather than a fix

Im seeing this same issue but with apps that havent been installed yet, terraform will correctly handle apps that ive already installed or at least wont error with them but...
