As far as I know it is a limitation of the API. You can get a json file with all followers / following / blocked, including dead accounts, with https://www.pscp.tv/account/your-data
Few weeks ago it worked, it took me few minutes to have the data available, but I just tried and you're right, it seems to be currently broken. I hope...
