I have the same issue elixir 1.7.1 OTP 21 erts 10.0. None of the workarounds are working for me.

I added all the needed files to match the changes. I did not update the README in regards to using with Phoenix < 1.4 as I wasn't sure about version...

Replace brunch with webpack

I would say updating the README would be a good solution. Since webpack will be the standard in 1.4 going forward.
