`is_500` and `is_offline` are missing from the meta environment on WordCamp

When provisioning a new install, is_500 and is_offline is causing fatal errors. Moving this https://meta.trac.wordpress.org/ticket/4820 here.

TwentyTen and TwentyFourteen are missing, and needed for WordCamp sites.

Both themes are missing, and are needed for the Seattle, and Central themes.

A `wp-plugin-publish` script would be awesome to pair string updates with the tagging process.
