Thanks for the review. I'm hesitant to add more locale functionality while we have no maintainer for it. Ideally someone maintains these commands outside of Drush core for now.

The the decision about merging and maintaining this falls to the locale maintainer, @Sutharsan. This PR would need tests and needs to target 11.x branch.

I'm not sure why CI is failing. The cache get/set commands are working locally and working when I ssh into the CI server.

Just looped back to this PR and the associated annotated-command PR. Its working well except for the fact that I have to hit tab twice. Dunno why. I havent tried...

Very few commands need this, so not sure an inflection is warranted.
