Translated pages not showing all the panels in edit handler

Translations work perfectly fine but it seems I can only edit the fields in the content panel and just the slug on the promote panel. It's strange considering I have all the Panels when viewing under English(default locale)

but once I switch the French page, everything else disappears and I only have the content panels (accurate) and Promote tab (which only has the slug field). This is what happens when the translation is synced. However, once I choose to stop sync translation, I can then see all the available panels and add data manually for each locale.

Shouldn't syncing translation allow me to edit across all the panels in the same way?

I noticed you have to put some content in the parent langage, save and then sync. If the fields are empty, it doesn't sync.

Thanks @Redjam. Ended up having to Stop sync translation which allowed me to manually add info for all panels. Even when I add info for all panels, it still drops everything except from the content_panels and promote_panels
