[Feature] //loadms will popup local matchsettings same as //localmaps

Works good, only issue is you cant set names for Matchsettings files, so maybe it needs both //rml test.txt or //rml as usage. for example

Fix for LInkedCP in TM2020, If maps have linkedCP it only gets count once and not multiple or not at all

Probably copy paste from a wrong file i guess.

Race Rankings (NADEO) and Live Rankings (PyPlanet) are overlapping with more players when playing in rounds (TM 2020)
