So we have been discussing making this v0.19; there are so many changes, it is not just a patch release.

The usual interpretation is publicly routable address range -- check [wikipedia](https://en.wikipedia.org/wiki/Private_network) for a list of private networks.
Unfortunately that can't work -- it would create a circular dependency.
there's got to be a mistakre somewhere.... can you look around? I can't possibly imagine they would use something with so few bits of security.
