Fix core frequency in config.txt to repair UART console

I propose that we fix the core frequency to 250 MHz to repair the UART console. Arguably, we might be losing a bit of performance here, but the UART console...

Require to accept only authenticated in-band firmware updates and mention the corresponding attribute for FMP. This is supported in U-Boot since a while now. Also, we require it in SystemReady...
