The version is prerelease and wasn't officially released. That's why it doesn't resolve when pasting `/tag/latest`

`9.2.1` *does* load properly but `package.json` definition file wasn't updated since `9.2.0`. Even in `9.3.1`. So no matter if you provide URL to any of these versions Package manager shows...
