Hmm, 773mb should be more than enough space to upload a Puzzlemaker map. The Steam Cloud is needed to publish workshop maps, so I guess it's possible that disabling that...

I wonder if Puzzlemaker still has the filesize limit for some reason? I'll ask Josh at some point
