Looks like the problem is actual for Windows users. I've fixed the issue by replacing `@import "${stylesPath}"` to `@import "../src/scss/styles.scss"` in the https://github.com/BlackrockDigital/startbootstrap-sb-admin/blob/master/scripts/render-scss.js.
