I think a precursor to a step like this would be better speccing out the desired (current) features across all libraries, and very near term additions.

reconsider posting CI comments on every test failure

Personally I get some use from the notifications - IMHO it would be nice to get a single comment, such as "1 test failed and more an ongoing" without comment...
