Multiple popups of the same UI do not work

This was the initial idea for the popup system.

However, there were several problems:

  • new popups do not maintain button state from older popups of the same GUI
  • syncing popups was very messy

This needs to be rethought out. Until then, popups will be limited to 1 per GUI menu.
