I don't think you can schedule in increments smaller than one minute. Even cron doesn't do that.
What is the nature of the websites that keep hanging up? Are they APIs or are you pulling HTML/XML for parsing?
Could DNS resolution be timing out? Do you have IPv6 configured on the server?
