Hvdc AC emulation: support of -Pmax/Pmax

If PMAX/PMIN is implemented in DC, care should be taken about the interactions with the woodbury engine for sensitivity and/or security analysis. An HVDC with saturation is no longer linear.

Bugfix: SA - Absolute generator action ignores post-contingency slack

@annetill @Hadrien-Godard @rosiereflo I agree this is fixing a bug for the absolute value. There is still an ambiguity for the relative case that may cause inconsistencies between powsybl simulators...
