Some versions of Fiddle auto-updater files have mismatched checksum where one file is for Windows x86 and the other for Windows x64. Ref #582

Add portable Windows binaries

It's really impossible to use production released versions with auto-updated because they don't work. As a simple solution, it's perfect to have a portable version without auto-updating.
