I tested with Rocky linux 9.4 and it work OK. I can not download RHEL 9.4, but I think it's similar to Rocky9.4. 
Try this CI release https://github.com/ventoy/Ventoy/actions/runs/9146010459 I tested with `CentOS-Stream-9-20240513.0-x86_64-boot.iso` and it works OK. And also I released `vtoyboot-1.0.34` but I have not tested yet.
You need to make a fresh new VHD with new vtoyboot version. Or you can do as follows: 1. Change the xxx.vtoy file to its original name (e.g. xxx.vdi) 2....
I will test with a Rocky9.4 VHD later.
