USHIFT-3323: Merge boot and run phases in CI - PHASE 1

`ci_phase_boot_and_test.sh` - `ci_phase_iso_boot.sh` and `ci_phase_test.sh` merged together `ci_phase_iso_boot.sh` - functionality temporarily moved to `ci_phase_test.sh`, both scripts will be later removed and replaced by `ci_phase_boot_and_test.sh` in CI.

USHIFT-5765: common_versions.sh script generator

This PR is the first step: it introduces a script to generate the variables for `common_versions.sh`. Next steps are up for discussion (making it part of rebase).
