How to initialize UNIX system users - is there a LocalNativeAuthenticator?

I have same issue.Since nativeauthenticator doesn't inherit `LocalAuthenticator`,we can't set `c.LocalAuthenticator.create_system_users = True` I solve it by setting config `c.Spawner.pre_spawn_hook`,so that everytime before jupyterhub spawns server,it will execute some python...
