Add cycloneDDS configuration for Black Pacifica

Summary

In order to transmit carma-platform ros2 data out of the host network to the CDA Telematics cloud system the CycloneDDS configuration needs to be specified on the carma-vehicle.

Requirements before starting: An additional cradlepoint has been set up on the vehicle. This is required because the existing cradlepoint on most vehicles has intersection network interfaces with lidar/gps and causes issues if configured as the selected network in the cyclonedds configuration.

Required behavior: The configured vehicle can transmit ros2 data to a pc connected on specified network.

Reasoning for new functionality
