Protect from nounset option

I fell over a couple more cases, so switched to adding 'unset' as a localoption rather than adjust yet more variable expansions.

Build problem on Solaris 11.3

Well, that's annoying. Rainer Orth has reported success bootstrapping gcc on 11.3 (but with a patch he's working on). He didn't report this problem, so I wonder what is different.
