Converted all pre-historic comments from cp866 to utf8

The change is done by `find -name "*.pas" -exec recode IBM866..UTF8 {} \;` and nothing is tested, but I hope it helps.

Currently dn2l uses Turbo Vision fork based on Borland's code. It's license status is uncertain, so we should switch to Free Vision of Free Pascal. This work is being done...
