Use newer TI toolchain when building for CC32xx

It would be nice if one could use a later C++ standard than C++03, which seems to be the latest C++ standard that is supported by the current TI toolchain...

OTA.GetBootState doesn't work for CC3220

Despite the fact that RPC.List reports it as available, the use of OTA.GetBootState doesn't work on CC3220. It just returns Error: -1

Projects using time.h and time() wont build for CC3220 platform
