I see the windows release, but it is unclear how to run it

I downloaded it here (https://github.com/uliss/pd-ceammc/releases/tag/v2023.10)[https://github.com/uliss/pd-ceammc/releases/tag/v2023.10] , but there doesn't seem to be any exe or lua file that runs puredata? If I'm missing something the readme didn't provide any direction. The installer works, but isn't the other version for a portable installation?
