Add a Marquee to the Stream Bar

The marquee will provide a great space to share our Ticket Giveaway Number and announce if we are currently doing a live broadcast via the remote broadcast unit!

A marquee looks like this

The marquee will be in the following location on the stream bar:

We'll have to revisit this feature as there was one bug I didn't catch. Specifically the marquee prevents the chat box from being clicked.

@jdliaw: The branch is updated on Github but since it was rebased, I would delete your local version and pull the new remote one.
