Related to/follow-up to ucb-bar/hammer#753 . If we allow ungrouping it's possible that a no-ungroup-tagged module hierarchy may be permuted even if the module itself is left alone. For example, if the module hierarchy is X/Y/Z and Z is tagged to as no-auto-ungroup, it still could be changed to X_1/Z. Innovus (and presumably Genus) supports custom DB attributes, so tracking this should be straightforward.
