Some power straps settings don't produce clean designs

It seems that there can be additional DRCs beyond the conservative SPACINGTABLE entries. Not sure entirely what's going on, but it's easy enough to work around by increasing track_spacing. We should investigate and fix before tapeout.

Also to add onto this, some technologies have unusually large min spacings at infinite parallel run lengths, which breaks some of the niceness of the power straps API
