Hierarchical power straps

After ucb-bar/hammer-cad-plugins#53 we'll need to implement hierarchical power straps. This will include the following tasks:

  • [ ] Aligning offsets to hierarchical blocks (and other arbitrary bboxes)
  • [x] Multiple power domains (and a weight API)
  • [x] ucb-bar/hammer-cad-plugins#17 and using real power supply names
  • [ ] ucb-bar/hammer-cad-plugins#54
  • [ ] Exporting / forcing power strap pitch to the hierarchical planner so that we can coerce the hierarchical block dimensions to be on ALL routing track and bump grids (this is important for MIM).
