HammerDRCTool should allow for hooks to merge GDSs (in Calibre in implementations)

Shouldn't the Innovus-generated final GDS include all merged GDSes? At least it does for me...

We want to support merging additional GDSes (Overlays, seal rings, etc.)

Hooks solved in #629 but in some cases this requires a different tool/script (e.g. calibredrv vs calibre) which could run into #630.
