How to localPublish Gemmini as a package

I wish to use Gemmini (or other Chipyard generators) as a package, just like freechips.rocketchip published I follow the guidance here, trying to publish it as a local package

cd ./generators/gemmini
sbt publishLocal

Then I encounter problems while trying sbt publishLocal under the root directory of Gemmini

Is there any way to do this, or must I use Chipyard?

We don't have any intention of publishing Gemmini as an independent package outside of Chipyard. May I ask why you want to publishLocal?
