Support custom RTL for VLSI simulation and power flows

Currently custom RTL(CUSTOM_VLOG) only work for VLSI synthesis and place and route, but if you try to use it to simulate or do power analysis it will fail.

It would be good if we could fully support this custom RTL for all chipyard-integrated parts of the VLSI flow.
