Add .toggle() function on ESP32 Port

* ESP32 Port * The function `Pin.toggle()` in RP2040 port is not implemented in the ESP32 Port. This function enables to reverse the logic state of a Pin.

Add in Readme, how to install the tool using the Kicad 6.0 Command Prompt that is shipped with Python 3.9

The lastest code does not work on Python 3.7 and lower. #76 Since the Python 3.7 support ends on 2023-06-27, minimal working version will be 3.8
