Probably trying to use emulated EEPROM, but the flash it wants to use doesn't exist. Try with `EEPROM_DRIVER = transient` and see if it boots up.

Ignore the change to target develop; I saw board files and automatically assumed it was a core modification.
Sorry about that, GitHub decided to delete the `develop` branch from upstream when we merged it, despite being told otherwise. Reopened.
Deferred to Q3 cycle due to conflicts and unaddressed concerns.
