The tag seems to be particularly well used in Germany (see [taginfo](https://taginfo.openstreetmap.org/keys/?key=bike_ride#map)). Presumably this term (and thus the tag) was popularized by the "Bike + Ride" initiative by DB (https://bikeandride.bahnhof.de/bikeandride)?
