add docker and support remote debug with Pangolin:

@rancheng Hi and thank you for the docker support. It couldn't install it with official instructions but the your dockerfile helped me.

I just wanted to say that maybe update README.md a bit my adding instructions for nvidia-container-toolkit and also mentioning the step to clone the tandem repo inside the docker container at the end.
