Excessive dependencies of the java libraries are causing cascading failures when attempting to upgrade

The GAX dependency scope to `provided` now (#1924).

The top-level pom.xml should define dependencyManagement and subprojects should use it

@suztomo I agree with your suggestion, it is working #1815. Let me know if you have any concerns/suggestions. I'm interested to hear your thoughts @kolea2.

Manager container logs show as "ERROR" severity on cloud logging (stackdriver)
