Option to provide partition column and partition expiry time

I referenced this issue from https://github.com/googleapis/google-cloud-python/issues/14488, but will keep this open in case we don't decide to rely on the load job for table creation.

Try `to_pandas` rather than erroring if interchanging to pandas doesn't work?

I suspect `to_pandas()` would give the more pandas-y DataFrame, so maybe trying `to_pandas()` if present first would be better? For example, my understanding is that the interchange format doesn't support...
