BuildResource Action does not catch JupyterBook/MyST build errors and so will deploy a faulty JupyterBook to the website. Need to add appropriate checks for these.

reader.load() failure for the cloud

When running reader.load() for the cloud, we get this track_str error (after 20s-several min) and cannot open the file in v2.0.0 or development branch.
