Is it a specific app which is giving you trouble, or is it random? It might help to check out the log @ %APPDATA%/TotalUninstaller.

Still happening in VS2015.

We've rolled back to 17.12.0-ce-win47 2018-01-12 and are no longer seeing this issue.
