I've opened a ticket with the EasyCLA team to enable this (https://jira.linuxfoundation.org/plugins/servlet/desk/portal/4/SUPPORT-37159).

Enabling it caused problems, e.g. https://github.com/open-telemetry/opentelemetry-java-contrib/pull/2144 failed the check due to a (valid) Co-authored-by tag, so we have reverted it for now until EasyCLA team can investigate further

I've installed the GitHub app (step 1 at https://github.com/IBM/actionspz/blob/main/docs/onboarding.md#steps-to-install). I didn't proceed on to step 2, hoping that can be done by @open-telemetry/collector-maintainers and/or @rrschulze?

I only installed the GitHub app but didn't set up an IBM account. I'd prefer not to own that if possible.
