community REQUEST: Repository maintenance on opentelemetry-collector

Install the Power Z GHA App and select opentelemetry-collector as enabled repository.

Purpose

This gives access to a special github runner to test the code against mainframe environments.

I've installed the GitHub app (step 1 at https://github.com/IBM/actionspz/blob/main/docs/onboarding.md#steps-to-install). I didn't proceed on to step 2, hoping that can be done by @open-telemetry/collector-maintainers and/or @rrschulze?

This is tracked by the mainframe SIG - we discussed status on 10/15, no update from @rrschulze yet - we will continue to track this work.

@trask when you've done the GitHub app, was this done using your GitHub account/email? Presumably, I'd not be able to create IBMid using those e-mail details. Will discuss with @atoulme what options we got.

I only installed the GitHub app but didn't set up an IBM account. I'd prefer not to own that if possible.
