Added config for running Pucauto behind a proxy

This commit address issue #68 in which a user had to use a proxy with pucauto. I've added a section in the config.example.json for the proxy information as well the logic needed to setup the DRIVER variable depending if we are using a proxy or not. I've also updated the README file with a section on using the proxy settings.
